Emdebian package changes

• The package is essentially the same (only smaller).

• Emdebian patches remove unwanted documentation and add locale handling.

• New version string, reset to em1 at each new Debian version.

• Differences are: no docs, reduced dependencies, absence of 'essential'.

• Use of adapted/removed rules in debian/rules.
